David Folly – President
Senior Vice President and CFO, Beard Land and Investment Co.

David Folly is the Senior Vice President and CFO at Beard Land and Investment Co. He is a graduate of CSU Fresno and has 25 years of experience in operational and financial management, strategic planning, and organizational development. David joined the Board in 2020, has been active on many committees, and was the former Treasurer. In addition to serving on our Board, David serves on the board of the Sutter Memorial Hospital Foundation and is a member of Modesto Rotary. He is passionate about the CHS Mission to change lives, build futures, and help families.

Laura Palmer – Secretary
Director of Business Process Optimization in Logistics, G3 Enterprises

Laura Palmer is the Director of Business Process Optimization in Logistics at G3 Enterprises and has been with G3 for over 15 years. Her education has been focused on business administration and leadership. Laura’s 25-year career has been primarily focused on business leadership and team development, system implementation, project management, and process improvement. Laura and her family have lived in Modesto for 23 years. She is passionate about improving the building blocks needed for youth and families to be valued and contributing members of the community. She is especially passionate about improving this area’s homeless, mental health, and drug abuse issues.

Michelle Tetreault- Treasurer
CFO, Health Plan of San Joaquin

Michelle Tetreault has been Chief Financial Officer of Health Plan of San Joaquin for the last 8 years and in Medicaid managed care health plans for more than 25 years. She is a member of Stanislaus County’s Focus on Prevention Steering Committee. She is currently the board chair for the United Way of Stanislaus County and has been so for the last 5 years. She is passionate about serving underserved populations and creating opportunities to improve the lives vulnerable people.

Joel Broumas

Joel dedicated over 30 years to a career in law enforcement, beginning with the Ceres Police Department in 1985. In 1991, he joined the Modesto Police Department, where he served for the next 25 years in a variety of assignments before retiring as a Captain in 2016. Throughout his career, Joel worked closely with the community, often during moments of crisis, an experience that gave him a deep understanding of people, leadership, and the importance of service. He values the unique perspective those years have given him and continues to apply that insight in all areas of his life.

Joel has been married for 34 years to his wonderful wife, Shelly. Together, they are proud parents of two adult children: their daughter, now in her sixth-year teaching first grade, and their son, who manages a Starbucks store.

Jorge L. Fernandez, LCSW
Behavioral Health Director, Golden Valley Health Center

Jorge L. Fernandez is a Licensed Clinical Social Worker and the Director of Behavioral Health Centers at Golden Valley Health Centers. He joined our Board of Directors in 2016. Jorge comes with 19 years of experience in the Mental Health Field. He is certified as a Cultural Competency and Mental Health First Aid Trainer. Having been employed by Center for Human Services for 14 years, Jorge is knowledgeable and passionate about continuing to support the values, vision, and mission of the Agency.

Caroline Mendiola

Caroline Mendiola is a Modesto-based theatre artist and emerging arts professional. After years performing on stage, she began expanding her work behind the scenes, developing skills in production, marketing, and arts administration. In 2024, she co-founded MAGICBOXPlayers, a company creating live theatre for young audiences. As of fall 2025, she is completing a business degree to further strengthen her work in management and community engagement.

Sal Guerrero III AAMS®
Financial Advisor, Edward Jones Investments

Sal is a native of the Central Valley and has over 15 years experience in the financial services industry. Sal and his family enjoy the outdoors, RVing, dancing, fishing, hiking, bicycling, karaoke, traveling. Sal wholeheartedly believes in Center for Human Services goal to end youth homelessness in Stanislaus county. He believes each child possess potential to achieve more than she or he believe and it’s important for her or him to feel this belief in them, especially at such a young and uncertain time. Sal is convinced that youth who choose to apply themselves and maximize resources and the commitment of individuals and organizations like Center for Human Services can establish a paradigm to help them navigate life’s storms and lead them to a bountiful future.

Mark Price
Employee Benefit Consultant

Mark Price is an employee benefit consultant for a local-based insurance agency in Modesto, California, where he is dedicated to supporting local businesses and individuals, bringing with him over 34 years of experience. Mark’s values of service, accountability, and collaboration guide both his professional and personal life. As a member of the CHS Board, Mark looks forward to contributing his expertise in relationship building, leadership and communication skills to support the organization’s mission and to help strengthen the impact it has in our community.

Beyond his professional role, Mark is deeply invested in family and community. He and his wife, Michelle, of more than 31 years have raised their children in Ceres and are proud new grandparents.

Trey Regalo
Executive Director of Commercial Strategy, Lab Corp Oncology

Trey has worked in the oncology diagnostics and genomics field for 20+ years focused on the evolution of cancer treatment and personalized medicine. He holds a Bachelor’s Degree in Finance and an MBA from St. Mary’s College of California. Trey was born and raised in Merced and moved to Modesto in 2003. As an active community member, Trey wants to help bring positive change and services to its residents. He and his wife and two high school children enjoy travel and try to get away often.

Tom Solomon
CoSol Commercial Real Estate

Mr. Solomon is a Commercial Realtor and partner in COSOL Commercial Real Estate. He grew up in Modesto and wants our community to be safe and secure. Tom has been very active in the community and is focused on strengthening families so that they can prosper in the future. Tom has a long history with CHS and has been on our Board since 2003.

Laura Weaver
VP Compliance Manager, Oak Valley Community Bank

Laura Weaver is the Vice President, Compliance Manager for Oak Valley Community Bank. She has been with Oak Valley for over 20 years, bringing a well-rounded background which, prior to her current position, included serving as Area Manager for the bank and specializing in business development and relationship management. Her extensive experience in both local and regional banking has enabled her to cultivate strong client relationships while effectively promoting sustainable growth and sound risk management practices.

Throughout her career, Laura has remained deeply connected to the communities she serves. She has served on multiple boards and committees in San Joaquin and Stanislaus Counties, with a focus on child and family services.

Laura and her family have called Modesto home for over 20 years. She is passionate about supporting youth in the community by helping them understand available resources and how to best utilize them to build a stronger, more secure future.
